City Hall Parking Lot

During 2021, City of Elkins plans to make significant improvements to the parking lot at Elkins City Hall.

Project Scope

This site, which includes both the police parking area adjacent to Davis Avenue and the large city/public parking area extending from behind city hall to Railroad Avenue, is about 1 acre in size. It is currently partly paved and partly gravel, or aggregate. There is little lighting, and the aggregate surface is prone to standing water and significant accumulations of ice during winter months.

The goal of this project is to provide both city employees and the public with a modern, paved, well-lit, aesthetically pleasing parking lot.

Project components include asphalt paving and striping; construction of concrete curbing and sidewalk; storm sewer, sanitary sewer, and electrical/communications modifications; landscaping, including planting green spaces with native species; and other items as time and budget allow.

Contractors

The firm of Pickering Associates is providing civil engineering, landscape design, and related services. A request for proposals for construction and landscaping services was released in March 2020.

A public pre-bid meeting was held in council chambers at Elkins City Hall (401 Davis Avenue) on Thursday, April 1, at 9 a.m. This meeting was mandatory for any company planning to submit a bid. Bids were accepted until 1 p.m. on May 17, 2021, when they were opened in a public meeting.

Council accepted a bid from Polino Contracting for $849,594 at its May 20 meeting.

Project Timeline

Ground was broken during the week of June 7, 2021. The project is expected to be completed during 2021.
