HubCAP

Since 2020, Elkins has been participating in the West Virginia Community Development Hub’s Communities of Achievement Program (HubCAP). HubCAP offers participating communities a time-tested curriculum to accelerate their community-led economic development efforts. The program supports community teams over a multi-year period to move forward a clearly defined community development project from initial idea to long-term implementation and financing. These projects are the spark for community revitalization including through activities such as building redevelopment, increasing business opportunities, and improving community engagement practices.
With the fourth round of HubCAP launched in 2020, the Hub is focusing its efforts on supporting communities that are building recreational tourism-focused economies. In Elkins, planning and coordination are ongoing by a group of stakeholders representing City of Elkins, the Elkins Depot Welcome Center, the Elkins-Randolph County Chamber of Commerce, Elkins Main Street, Davis & Elkins College, and other representatives of the healthcare, nonprofit, and business sectors.

Waterfront Study
One initial HubCAP focus is on development of new recreation and tourism resources connected to the waterfront of the Tygart Valley River. Read more here.
