Municipal housing authorities in WV are independent public agencies created under WV Code §16-15 to provide affordable housing and address substandard living conditions. Established by city or county resolution, they are governed by an appointed board and operate separately from local governments.
Their powers include:
- Building, owning, and managing low-income housing
- Receiving federal/state funds (e.g., HUD)
- Issuing bonds and setting rents
- Acquiring and redeveloping property
Though created by municipalities (this housing authority was created in the early 1960s), this housing authority operates independently from the City of Elkins.
