Addressing

City of Elkins is responsible for issuing new or making changes to existing addresses inside city limits.

The city uses “city-style” addresses, which follow a different numbering system than the one used in unincorporated Randolph County. If you have been told you need an “E911 address,” this simply means that you need the city to either issue or confirm your address using this same “city-style” system.

If you need an address for new construction, subdivision of an existing lot, or because a utility or other business has told you need a “physical address,” contact the city clerk using the contact information at the bottom of this page.

Address changes may only be made at the request of the property owner. The tenant of a rental property cannot request an address change without the consent of the property owner. All requests are reviewed, and if found to be compliant with the current “city-style” addressing, may be approved by the city clerk.

Finally, the city clerk may undertake review of city addresses as needed. If circumstances are discovered that could prevent the prompt and accurate dispatch of emergency service providers, address changes may be recommended by the clerk, subject to the final approval of city council.

When applying for a new or changed address, please allow at least three business days.

Publication & Propagation of Address Data

After making address changes, City of Elkins sends the new information to the Randolph County Mapping and Addressing office. That office supplies updated address information to the West Virginia Emergency Management Division (WVEMD). WVEMD maintains a record of statewide addressing data (WV SAMS), which the public can view online.  WVEMD updates this public resource approximately annually. City of Elkins has no control over WVEMD’s schedule for making these updates.

Although WVEMD will provide addressing datasets to navigation companies and other entities on request, the state does not push addressing data updates to private companies. Individual counties may do so at their discretion.

No one at the city, county, or state level has any influence on or visibility into what those companies do with updated address information or how quickly they update their public-facing products.
