Downtown Elkins

Elkins and Randolph County are on the rise— as of April 2025 new business registrations increased by 11% from the previous year, according to the West Virginia Secretary of State’s office. Downtown Elkins reflects this momentum, with more entrepreneurs and investors discovering the opportunities and appeal of our community. From historic charm to a thriving local economy, Elkins and Randolph County are proving to be ideal places to start and grow a business. Elkins’ TIF (Tax Increment Finance) District

Elkins rolled out its TIF District in early 2023. Here’s how it works:

  1. The City assessed all properties in the TIF district (which isn’t only downtown—it includes South Elkins, Randolph Avenue, and riverfront areas).
  1. From now until 2053, any increase in property values generates extra tax revenue for the TIF fund.

Recent Revitalization

Elkins’ central business district benefited from a downtown revitalization program that followed the National Main Street Center’s community-based approach to preservation and development.

The West Virginia Development Office’s staff has provided training, technical assistance, and ongoing support to designated West Virginia communities in implementing Transformation Strategies using the Main Street Four Point Approach. This comprehensive method uses local and regional market data and meaningful community engagement to assist communities in getting started with revitalization.

One of Elkins’ key initiatives is working toward implementation of the Elkins Streetscape Vision, a 2016 document laying out recommendations for improving the streetscape, or visual identity, of downtown.

Be a Part of the Business Community!

We encourage all local businesses to join the Elkins Randolph County Chamber; businesses in Elkins and Randolph County are automatically considered a member, as joining the Chamber is free. The Chamber also hosts regularly scheduled events that are educational and offer new opportunities to network with the city’s business community.
