Opioid Settlement Funds
This page discusses the funds that the City of Elkins has received from the nationwide opioid settlement as of August 2025.
What is the Total Amount that West Virginia Will Receive?
As part of the nationwide $26 billion national opioid settlement , West Virginia will receive approximately $980 million to address the opioid crisis over a period of 17 years. These funds come from nationwide lawsuits against pharmaceutical manufacturers, distributors, and pharmacies for their roles in the epidemic.
Distribution of Funds in West Virginia
As mandated in the state’s Memorandum of Understanding (MOU), West Virginia will allocate these funds as follows:
- 72.5%: West Virginia First Foundation
- 24.5%: Directly to local governments within West Virginia
- 3%: to the West Virginia state government
The State of West Virginia’s Memorandum of Understanding (MO) outlines how the state and local governments can spend and distribute these funds.
Local Allocations: Randolph County & Elkins
As of August 2025:
- Randolph County received approximately $500,000 from the opioid settlement.
- The City of Elkins received $27,000 from the opioid settlement.
How Elkins Is Using its Opioid Settlement Funds
The City of Elkins has allocated its $27,000 in opioid settlement funds to youth prevention programs.
Through the City’s community partner, GameChanger, the City will work with Randolph County Public Schools to launch peer leadership programs in schools to prevent substance use disorders (SUD).
